A fully developed, clearly articulated homeland security strategy can serve as a blueprint for a community to be as prepared as possible to prevent, respond to, and recover from an act of terrorism or other critical incident. PCG staff can assist state, regional, and local governments in the development, implementation, and administration of their homeland security strategy and emergency preparedness. PCG will provide facilitation and planning services for clients seeking to develop an overall emergency preparedness mission, as well as strategic goals and objectives that are critical to guide a community's preparedness.
Performance Measurement
Measuring performance is critical to ensuring that homeland security efforts are both successful and fiscally responsible. A successful performance measurement system is fully integrated with strategic planning and budgeting, and improves overall efficiency and effectiveness. PCG can assist state and local governments, as well as regional consortiums, to develop meaningful measures that can be used to assess preparedness and drive performance and change. PCG will also work with homeland security officials to integrate a performance measurement system into a cycle that includes strategic planning and performance-based budgeting, to fully develop and implement a resultsoriented homeland security strategy.
Financial Management
Approximately $2.5 billion in homeland security grants will be awarded to state and local jurisdictions across America during Fiscal Year 2005. The guidelines, regulations, and laws that govern the expenditure of these funds are extensive and complex. PCG's experience in financial management, cost allocation, and compliance has proven critical to clients who receive Federal resources, ensuring clients maintain appropriate documentation to justify expenses and excel during federal audits. PCG's experienced staff works closely with state and local governments as well as regional homeland security councils to develop performance-based budgets that clearly link resources to results.
Training Exercises
Homeland security exercises are critical to our nation's preparedness. PCG delivers exercise programs to state and local agencies responsible for protecting communities from the threat of terrorism. PCG's tabletop (TTX),functional (FE), and full-scale (FSE) exercises are designed to identify the planning, training, and equipment needs of the multi-disciplinary agencies involved in homeland security. PCG staff follow the Office of Domestic Preparedness Homeland Security Exercise and Evaluation Program (HSEEP) guidelines and can assist homeland security officials in the planning, development, conduct, and evaluation of training
exercises.
IT Solutions
Effective regional coordination can enhance America's emergency preparedness; the sharing of critical information is an important part of this coordination. PCG provides information technology solutions that can improve the flow of information across levels of government, jurisdictions, and disciplines. PCG also has extensive experience integrating and mining useful management information from disparate legacy systems and working with clients to implement systems that support data-driven decision making at the policy and operational levels of government.

With the current recognition that no single jurisdiction can itself be prepared to prevent, respond to, and recover from a significant terrorist attack or other critical incident, state and local governments are searching for solutions to assist with the identification, management, and tracking of key resources that could be brought to bear in the event of a terrorist attack. These resources include people, teams, facilities, equipment, and supplies. PCG can assist clients with web-based solutions that can be used to assess readiness and support the operational response of critical assets during a time of need.
