Description:

The Deputy Director of Revenue Operations will oversee all revenue management functions conducted on behalf of the Massachusetts Department of Social Services. The unit is responsible for federal claiming for eligible foster care and adoption assistance expenditures. This individual will be responsible for managing day to day operations in the unit including oversight of Title IV-E eligibility determinations, management of child beneficiary accounts for Title II and Title XVI benefits, and all claiming activities under Title IV-E and Medicaid.

More specifically, the Deputy Director will be directly responsible for:

  • Ensuring efficiency of day to day operations, as well as compliance with federal regulations and contracted performance measures.
  • Ensuring adequate quality control procedures over Title IV-E eligibility determinations, Title IV-E claim preparation, Medicaid claim preparation, management of child beneficiary accounts, cost allocation plan preparation, and administration of the random moment time study.
  • Supervising three unit managers.
  • Communicating in a timely and concise way with state partners, including preparing and delivering presentations.
  • Coordinating revenue management projects.

Responsibilities:

  • Manage a team and ensure adherence to stringent timeliness and accuracy performance measures.
  • Effectively coordinate project tasks and ensure task completion.
  • Develop and train personnel.
  • Learn and apply federal and state regulations related to Medicaid, Title IV-E, Title II, and Title XVI.
  • Analyze complicated financial reports and data sets for compliance with state and federal standards.
  • Identify trends in compliance issues and business practices.
  • Implement quality control procedures in all day to day operations.
  • Ensure maintenance of standard operating procedures.
  • Effectively communicate project status, issues and information with the client.
  • Effectively prepare materials and respond to inquiries from representatives of federal oversight agencies.
  • Participate in monthly status meetings.
  • Maintain positive working relationship with the client.
  • Manage and track project budget and invoicing.

Qualifications:

  • A Bachelor’s degree or higher preferably in business, business administration, accounting, social work, public policy, or other closely related fields AND
  • A minimum of five years relevant work experience in the fields of child welfare or public sector financial management preferably related to federal revenue.
  • A minimum of 3 years directly supervising staff.
  • A minimum of 3 years performing project management or contract management.
  • Detail-oriented and quick learner.
  • Experience with ALL of the following Microsoft Office applications: Excel, Word, Outlook, and Access.
