Description:

The Senior Program Manager is expected to perform overall project management and staff supervision for significantly complex project(s).  The specific responsibilities for the individual in this role are:
Creating and maintaining client relationships, including project startup and key contact.
Preparing federal claims for qualified service spending.
Performing monthly internal audit and implementing improvement measures.
Lead or support role in proposal development.

Job Duties and Responsibilities

>>Supervise Project Operations (50%)

  • Ensure timely and accurate fulfillment of contractual obligations.
  • Performance Objectives.
  • Service Payment Schedule:  AP and Payroll.
  • Monthly Production Schedule.
  • Monthly Invoicing Process.
  • Create and manage staff against internal project work plan.
  • Ensure staff understanding of day to day project priorities, level of effort, and deadlines.
  • Monitor staff performance and follow up on areas of deficiency.
  • Ensure staff are effectively performing all responsibilities as outlined in job description.
  • Establish and Maintain Client Relationships (30%).
  • Serve as primary contact for multiple smaller clients.
  • Serve as point person during consulting / startup phase of new projects.
  • Establish and implement PPL & project policies and procedures.
  • Design and Implement New PPL Field Operations (10%).
  • Design or adapt service delivery models per client needs in new PPL markets.
  • Recruit and train staff and communicate needs to senior PPL staff.

>>Direct Proposal Development and Marketing Efforts (5%)

  • Including bidder’s conference, crosswalk, research, financial analysis, writing, and production coordination.
  • Identify new PPL business growth opportunities and develop PPL seminar/conference presentations.
  • Coordinate effort of other staff.
  • Manage and coordinate proposal development research, financial analysis, writing, and production.
  • Follow up with procuring agency as necessary

>>Perform Internal Audit Function (5%)

  • Develop, document a protocol for and perform monthly internal audits on a random sample of financial transactions.
  • Develop a monthly report of findings for Operations Director and implement improvement measures.

Education and/or Experience Required (include any required certificates, licenses and registrations): 

Education: Relevant Bachelor’s degree required, Master’s Degree preferred

Experience: 5 plus years experience in finance, with 2 years prior supervisory experience.

Skills: Detailed and process improvement oriented
 Outstanding PC spreadsheet skills required
 Finance and Accounting systems experience required
 Database skills required
